Hurunui Water Project
The Hurunui District Council is giving consideration to the purchase of shares in the Hurunui Water Project.
Submissions have now closed.
Late submissions will need to be considered by councillors at a council meeting, as to whether they are accepted as part of the consultation process.
In 2017 the council decided to include the potential purchase of up to $500,000 of HWP shares in the Annual Plan 2017-18. This provisional decision was subject to due diligence being carried out and additional public consultation being undertaken on the outcome. This provisional decision followed the submissions process for the 2017-18 Annual Plan which made it clear that opinions across the district were divided on this issue; some feeling that the council should support growth and industry in the district, others that the money would be better spent elsewhere.
This page will be updated to inform interested parties on progress toward that final decision.

The due diligence step has been completed and no impediment was found to the council completing the purchase of the HWP shares on offer. At its meeting of 22 February 2018 the council resolved to complete the share purchase subject to suitable terms being reached with HWP on the purchase details and another round of consultation being undertaken.
Submission hearings will take place on 17-18 April.
The Council will make its final decision at the conclusion of the hearings, if time permits, or at the council meeting of 26 April.
Public Information Sessions will be held from 6.00pm at the following locations:
• Monday 26 March – Heritage Hotel, Hanmer Springs
• Tuesday 27 March – Council Chambers, Amberley
• Tuesday 3 April – Waikari Community Hall
• Wednesday 4 April – Cheviot Community Room, Cheviot School
Representatives from the council and the Hurunui Water Project will be available at these sessions to provide information and to answer questions.

At a meeting on 23 November 2017, Council received a report from the Chief Executive Officer recommending the purchase of Hurunui Water Project shares. The Council resolved as follows:
THAT THE ITEM BE DEFERRED AND THAT THE COUNCIL REQUESTS FURTHER INFORMATION FROM OFFICERS TO FULFIL THE DUE DILIGENCE REQUIREMENTS IDENTIFIED IN THE INITIAL DUE DILIGENCE REQUEST BY COUNCILLORS.

At its meeting on 1 June 2017, Council Resolved to include the sum of $500,000 in the 2017-18 budget for the purchase of shares in the Hurunui Water Project. The resolution was worded as follows:
THAT THE COUNCIL APPROVES MAKING PROVISION FOR $500,000 IN THE ANNUAL PLAN BUDGET FOR THE POTENTIAL PURCHASE OF HURUNUI WATER PROJECT SHARES, WITH ANY PURCHASE BEING SUBJECT TO THE COUNCIL BEING SATISFIED WITH THE ANSWERS IT GETS FROM THE DUE DILIGENCE PROCESS THAT THE BENEFITS OUTWEIGH THE RISKS AND THAT THERE BE ANOTHER ROUND OF CONSULTATION WITH THE COMMUNITY BEFORE MAKING A FINAL DECISION ON THE MATTER.
