Resource Management Act 1991 - Decision on District Plan Change 32 – Rural Subdivision and Hanmer Basin : Woodbank Road and Proposed Plan Change 30 - Rezoning of Queen Mary Hospital Historic Reserve

The Hurunui District Council has made its decision on District Plan Change 32 – Rural subdivision and Hanmer Basin: Woodbank Road. Copies of the decision are available at our Council Service Centres, Libraries and at www.hurunui.govt.nz/forms-and-documents/district-plan/plan-change-32/. Any person who made a submission on the plan change may appeal the Council’s decision to the Environment Court within 30 working days of receipt of this notice.

PROPOSED PLAN CHANGE 30: REZONING OF QUEEN MARY HOSPITAL HISTORIC RESERVE

Proposed Plan Change 30 rezones the Queen Mary Hospital Historic Reserve from ‘Business’ to ‘Queen Mary Hospital Heritage zone’.  This is a new zone in the District Plan, which recognises the site’s unique qualities and need for a specific planning framework.  The Plan Change proposes a new policy, and performance standards to enable the use of the site for a wide range of business or community purposes, without compromising its heritage and open space values.  In particular, the Plan Change recognises that the heritage values of the site are likely to be maintained, and even further enhanced, if the buildings are able to be adaptively re-used. 

The Plan Change also proposes to include additional trees on the Schedule of notable trees and to add the Nurses Hostel to the Schedule of heritage features.

A consequential amendment is also made to extend the ‘Open space’ zoning of the Thermal Pools complex to reflect the new boundary between that site and the Queen Mary Hospital Historic Reserve. 

SUBMISSIONS

The proposed plan change documents and submission forms are available at all Council service centres and libraries, and at www.hurunui.govt.nz.  Anyone may make a submission on the proposed plan change and submission forms must be sent to the Hurunui District Council, PO Box 13, Amberley 7441 or submission@hurunui.govt.nz or submitted online by 5pm, Friday 4 May 2012.

All submissions will then be available for public inspection, and further submissions on these may be made in certain circumstances.  All submissions will then be considered and a hearing will be held for anyone wishing to speak in support of their submission.  For further information, contact Andrew Maclennan on 03 314 0080.
