Roads and Footpaths
Roading is the construction and maintenance of roads, bridges and footpaths:
- To provide for the safe and efficient transportation of people and goods
- To maintain and enhance a high quality environment;
- To promote and facilitate the wise and sustainable use of resources for the benefit of the district.
There are 1454 kms of local roads in this district.
The Hurunui District Council’s role is to maintain and improve the 601 km of sealed roads and 853 km unsealed roads, as well as 275 bridges, 101,903 square metres of formal footpath, 81 kilometres of kerb and channel, 881 streetlights, 25871 traffic signs and 46 kilometres of culvert pipe.
To do this, we undertake a comprehensive programme of works which involves new and significant projects to ensure the continuous upkeep and improvement of these assets.

Our roading programme is approved by the New Zealand Transport Agency (NZTA), (www.nzta.govt.nz) which funds 50% of maintenance works and 60% of our capital works from the National Land Transport Programme (Annual Plan Roading pages).
A local Road Safety Co-ordination Committee coordinates road safety projects to help educate and promote the importance of road safety within our community and to reduce the risk of death and serious injury accidents on our local road network.
The Hurunui District Council’s Role
The Hurunui District Council’s role is:
“….to own, maintain and operate a roading system that provides for the needs of its users, and the people of the Hurunui District, to move around the district on land using means other than rail.”
It is a fundamental role of all local authorities to supply core services that meet the needs of their communities. The services, and how they are provided, depends on the level of service required by the community.
Roading has long been identified as fundamental to society. It allows people to move beyond their property boundaries, to obtain food, water and clothing, to interact with other people and to obtain medical assistance, thus enabling the district to achieve its strategic outcomes.
We want to provide a safe, efficient and effective network and are committed to achieving and delivering Community Outcomes which have reference to the operation, maintenance and development of the road network:- (link to relevant Annual Plan pages) 1.04
The relevant Community Outcomes relating to roading are to:
- Provide safety to all road users at all times
- Incorporate and accommodate growth of traffic volumes
- Meet changing community expectations
- Accommodate growth in the network from development
- Adapt to accommodate rural subdivisions and land use change
